| If every homeowner became a full-time resident, would PCCDWID Waste Treatment Plant be able to cope with the volume? |
| Yes, to the extent that daily volume does not exceed 80% of 18,000 gallons per day, which is 14,400 gallons per day, rated capacity of our plant. With 70 homes developed at present, we use approximately 3,000 gallons per day in high use periods. With 100 available lots left to develop, it is unlikely we would exceed the maximum gallons per day and we know that it is unlikely that all of the available lots will be developed. If all of the remaining lots were developed, and at our current peak period usage, we would get close to our maximum rated capacity for the plant. We continue to monitor this on a daily and weekly basis. |
| If every homeowner of homes currently built became full-time residents, would the PCCDWID water system be adequate, assuming a 3,000 gallon per month consumption per house? |
| We are indeed fortunate in Portal IV, in that the current water production and distribution system is excellent. We have no problems supplying the current needs and will have no problems supplying with our current system the usage projected by this hypothetical question. The real question here is whether to develop an alternate emergency electrical supply to operate this system in the event of an emergency. This is a major portion of the long range plan currently being developed by PCCDWID, and we are currently exploring an additional deep well funded 50% by Federal money under the economic recovery and stimulus program of 2009. |
| What are the white flakes that settle in the bottom of ice water? |
| Mineral deposits, which are common in this area. |
| Is PCCDWID willing to share all information about the capacity of our present well and water reserve status? |
| Yes. Such information is supplied at each regularly scheduled PCCDWID Board Meeting. |
| Is there a detection device to identify excessive amounts of water being used through an improved residential property? |
| No. Such equipment would be available but is EXTREMELY expensive to homeowners. PCCDWID recommends that each homeowner who does not live in their property full-time shut off the valve to the main service, which is easily accessible, before departure. The same can easily be opened upon return to the property. |
| What does the PCCDWID specifically recommend to homeowners as water conservation recommendations or regulations? |
| PCCDWID provides a link on this website to "Water--Use It Wisely" and recommends that all homeowners access that site for water-saving tips. We also include suggestions for conservation in each monthly bill that goes out to each customer. |
| What are the PCCDWID plans to meet any pending changes to water quality regulations? |
| We monitor on a regular basis and will fully comply as changes occur. |
| Who owns Tract E and the various well sites? |
| PCCDWID owns Tract E and the respective well sites. Deeds to the same have been obtained. |
| Does PCCDWID have a written lease agreement or other documentation with Energy West Propane for their use of Tract E property? |
| At the February PCCDWID Board Meeting, the decision was made to deed to Energy West Propane the site used for its tank, conditioned upon: "Should Energy West Propane cease using said property for service of propane to Portal IV users, the grant shall terminate and revert back to PCCDWID." This approach eliminates any liability issue to PCCDWID or Portal IV owners. |
| Is PCCDWID obligated to supply water and wastewater treatment facilities to Tract D and commercial Lots 1 and 2? |
| Yes, because said tracts are in the District, but whoever proposes to develop Tract D or commercial Lots 1 and 2, will be required to present a plan for the development of the properties to PCCDWID, who can impose whatever requirements they deem necessary for such usage. |
| Could PCCDWID supply water and wastewater treatment to users outside of Portal IV without approval of ratepayers? |
| It would take official action of the PCCDWID Board for such consideration, and this Board is committed to conducting a public hearing before any such action would be considered. |
| Could PCCDWID deny water and waste treatment facilities to Portal IV users without approval of the ratepayers in Portal IV? |

| Could PCCDWID sell the PCCDWID properties or merge with another district without approval of the ratepayers? |
